- Karyn Thomas and Service Employees International Union, Local 73: On October 15. 2010, the Illinois Labor Relations Board's Executive Director, John F. Brosnan, dismissed the unfair labor practice charge filed by Karyn Thomas (Charging Party) in the above-captioned case as being untimely. The Charging Party alleged that the Service Employees International Union, Local 73 breached its duty of fair representation, violating Section 10(b)(1) of the Illinois Public Labor Relations Act, 5 ILCS 315 (2010), as amended, by failing to resolve a grievance in the Charging Party's favor. The Executive Director determined that the unfair labor practice complained of occurred in the latter half of 2004, so the charge, not filed until 2010, fell outside the six-month limintation imposed by Section 11(a).
