  • Beverly Boyd and American Federation of State, County and Municipal Employees, Council 31: On November 8, 2012, Executive Director Melissa Mlynski dismissed unfair labor practice charges filed on August 1, 2012 by Beverly Boyd (Charging Party) against the American Federation of State, County and Municipal Employees, Council 31 (Respondent), for alleged breach of its duty of fair representation in violation of Section 10(b)(1) of the Illinois Public Labor Relations Act, 5 ILCS 315 (2010). Pursuant to Section 1200.135 of the Board's Rules and Regulations, 80 Ill. Admin. Code Parts 1200 through 1240, Boyd filed a timely appeal. Respondent has not filed a response. For the reasons which follow, we affirm the Executive Director's dismissal.
