  • Sahin Cakir -vs- Department of Central Management Services: On May 2, 2011, Executive Director John F. Brosnan dismissed the unfair labor practice charge filed by Sahin Cakir (Charging Party) in the above-referenced case. The Charging Party alleged that the State of Illinois, Department of Central Management Services (Respondent) wrongly deducted money from his pay to cover insurance costs while he was on leave pursuant to the Family Medical Leave Act, 29 U.S.C. [sec.] 2601-2654. Because there was no allegation, and evidence did not support finding, that this adverse action was taken in retaliation for the exercise of rights under the Illinois Public Labor Relations Act, 5 ILCS 315 (2010), as amended, the Executive Director found no issue of law or fact warranting a hearing by the Illinois Labor Relations Board.
