  • Harlow R. Brown vs Department of Central Management Services (Department of Corrections): On December 21, 2010, the Illinois Labor Relations Board's Executive Director, John F. Brosnan, dismissed the unfair labor practice charge filed by Harlow R. Brown (Charging Party) in the above-captioned case. The Charging Party alleged that the State of Illinois, Department of Central Management Services (Department of Corrections)(Respondent) engaged in unfair labor practices within the meaning of Section 10(a) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(2008), by precluding him from carrying over or banking excess vacation days and determining that he had forfeited those excess vacation days. Noting that the actions complained of occurred in January and February 2008, the Executive Director determined that the charge, filed in 2010, was untimely, and he dismissed it on that basis.
