  • American Federation of State, County and Municipal Employees, Council 31 AFSCME vs Lake County: On June 10, 2011, Administrative Law Judge Anna Hamburg-Gal issued a Recommended Decision and ORder in the above-captioned case, recommending that the Illinois Labor Relations Board, State Panel (Board) find that the County of Lake (Respondent) violated Section 10(a)(4) and (1) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(1), (4)(2010), when it unilaterally consolidated its maintenance operations and thereby caused work performed by Respondent employees in a bargaining unit represented by the American Federation of State, County and Municipal Employees, Council 31 (Charging Party) to be transferred to non-unit employees.
