  • Illinois Troopers Lodge No. 41 vs Department of Central Management Services (Illinois State Police): On May 29, 2013, Administrative Law Judge (ALJ) Elaine Tarver issued a Recommended Decision and Order (RDO) recommending that the Illinois Labor Relations Board, State Panel, dismiss a charge filed by the Illinois Troopers Lodge No. 41, (Union or Charging Party) against the State of Illinois, Department of Central Management Services, State Police (Respondent or Employer). The charge alleged that the Respondent violated Section 10(a)(1) of the Illinois Public Labor Reltations Act (Act), 5 ILCS 315 (2012), as amended, when it issued a five-day suspension to Sergeant Richard Decker because, at the Union's request, he offered to provide testimony on behalf of the Union in a disciplinary matter involving another unit employee named Hicks.
